I think me and many really high ranks are tired of not being able to recruit higher ranks PA's. There should be an option to make HR a PA. This option would be able for OOA's and higher and would consist on making people with HQ Manager III+ a high rank PA. This PA would consist on 8 ranks and only the boss and the team management can promote them. This would not only help the OOA's get more experienced and helpful PA's but it would help the HR's go faster with their ranks.

Well,
the PA rank was specifically made for RSO or Trainers to receive a rank boost. A rank boost in the largest rank unit, HR, would be too easy.

I'mma just think a little high here:
There's the two ways,
1, Makes them like Personal Assistants:
Gives them a badge, e.g. OOA Assistants. Say that HQ Manager III+ will be able to get it, then the OOA-A will be having as many rank as there is to PS, or else it would be a too fast rank boost, this badge contains 24 ranks and would be a pain for the HR's, as they normally gets two promotions a day and now will be reduced to 1 a day. We will get less HR+'s. Now either TM+ or Senior OOA+ can promote them.
Then they'll get to assist the OOA in anything.
2, Making them one of a kind:
They'll have to be an Assistant, not by a badge but just by motto. They adds "(Short username)'s Asst." to motto and gets to assist the OOA. They'll either be their assistant for ever, or in a few ranks inside HR, we can say HQ Manager III+ can get the honor of getting "OOA Assistant", and they ends at e.g. Division Chief, or they can be the asst. until one of them transfers/quits or the PA gets dismissed from assistance. They doesn't get to be promoted in PA ranks, but in normal ranks, they keep the add "(Short Username)'s Asst." until they quits from the assistance.
As Justin said, the first would be too easy, but you can chose one of them to build on.
This was my thoughts about the case, you can comment further on my ideas below.

The PA system has only one purpose unless you can guarantee these PAs would have daily jobs to do FOR their boss. These days, PAs have no reason to be one and it's just for the sake of a rank boost.
I like Markus' idea on OOA assistant that you can have for however long you need, but as a side rank.
